Knowledge Economic City Announces the Signing of a Contract with a Consortium of Three Companies
“City Cool”
Under the patronage of HRH Prince Faisal, KEC showcases key projects shaping Madinah’s future.
Medina, Saudi Arabia 2024 - The Knowledge Economic City “the Company” has announced the signing of contract with a consortium of three companies - “City Cool”, “Johnson Controls Arabia (JCA)”, and “ADC Energy System” to build a chilled water district cooling plant, where the consortium’s services would be based on a Build, Own, Operate, and Transfer (BOOT) model.
The contract will lead to the building of a plant of 21,000 tons of refrigeration over two phases at the Madinah Hub area, “Multaka Almadinah,” to provide cooling services to the mall, the Hilton tower, and the branded residence tower. This station will deliver air conditioning services for this area in alignment with Knowledge Economic City’s commitment to establishing an outstanding destination that adheres to international standards. This endeavor aims to support the objectives of the Kingdom’s Vision 2030 by fostering a dynamic community wherein residents can embrace a healthy lifestyle and thrive in a positive, appealing environment. The consortium of the three companies will provide their services based on a Build, Own, Operate, and Transfer (BOOT) arrangement, where Johnson Controls Arabia will supply YORK Chillers, ADC Energy Systems will perform the engineering, the procurement, and the construction of the District Cooling Plant. Additionally, City Cool will perform the operation, maintenance, and facility management for 25 years from the operating date with the aim of sustainability and energy efficiency as part of the alignment with the objectives of the Knowledge Economic City.
The agreement was signed by Mohammed Al Sheikh Al Mubarak, CEO of Knowledge Economic City, along with Eng. Abdul Salam Al Moubayed, CEO of City Cool, Dr. Muhannad Al Sheikh, CEO of Johnson Controls Arabia, and Mr. Ibrahim Suleiman, CEO of ADC Energy Systems. The signing ceremony was attended by numerous senior employees from the four organizations, highlighting their collective dedication to advancing the cooling industry in Saudi Arabia and other regions.
Commenting on the agreement, Mohammed Al Sheikh Al-Mubarak, CEO of Knowledge Economic City, emphasized that this partnership serves as a testament to the significant progress in the quality of the advanced district cooling services in the Kingdom of Saudi Arabia. He stated, "At Knowledge Economic City, we are dedicated to delivering engineering solutions that enhance the performance and energy efficiency of our urban projects. Our aim is to transform the Knowledge Economic City into smart, green, and clean spaces, thus hastening the shift toward a carbon-neutral economy. Through the provision of cutting-edge environmentally friendly cooling and air conditioning systems, we are championing innovative urban development while concurrently reducing carbon emissions, enhancing energy efficiency, and safeguarding the environment in alignment with the objectives of Saudi Vision 2030."
Eng. Abdul Salam Al-Moubayed, expressed his satisfaction in forging this strategic partnership, emphasizing their commitment to spearheading an exemplary project in the Kingdom and furthering their efforts to advance the cooling industry within Saudi Arabia and internationally.
Echoing a similar sentiment, Dr. Muhannad Al-Sheikh, CEO of Johnson Controls Arabia, said, “Johnson Controls Arabia is committed to reducing dependence on traditional cooling models. Mr. Ibrahim Suleiman, CEO of ADC Energy Systems, emphasized the significance of this partnership, stating, "Drawing from our pivotal role in engineering, construction, and the establishment of central cooling systems, ADC is poised to lend its expertise in engineering and constructing cooling plants. This project will bolster our standing and showcase our unwavering confidence in our distinguished expertise within the central cooling industry."
This partnership delivers cutting-edge cooling services designed to achieve the utmost levels of energy efficiency. The three companies spearheading the project are embracing an innovative model that diverges from traditional cooling methods, offering cost-effective, efficient, sustainable, and environmentally friendly solutions. A district cooling system (DCS) generates chilled water in a central power station and distributes it through underground pipes to all buildings connected to the system, providing efficient cooling and air conditioning.

Under the patronage of HRH Prince Faisal bin Salman bin Abdulaziz, the Emir of the Madinah Region, Knowledge Economic City (KEC) participated as official sponsor for the Medina Projects Exhibition (MEDEX 2022) , which is the first event of it’s kind in the region of Al Madinah Al Munwarrah with a title of “Cradle of light and future civilization”. The exhibition is seeking to encourage the public and private sectors to participate in the region's overarching development and the Kingdom Vision 2030
KEC participating in the exhibition as it highlights the assortment of investment opportunities and major development projects in various sectors, actively promoting and highlighting the adequacy of the city's investment infrastructure. KEC is keen to show its major projects related and to open the communication channels for the upcoming opportunities for all organizations and investors.
Within the opening ceremony of the exhibition, a panel was held under the title “Cradle of light and future civilization” Wich the CEO of KEC Mr. Mohammed Al AlShaikh participated and explained that KEC role doesn't foucs on project development, rather than it goes beyond and extends by achieving more comprehensive and broader objectives related to serving Al Madinah Al Munwarrah region, residens and visitors. In addition to contributing to the support of our national economy through the development of various products, with technological and knowledge content that adopt the concept of humanization of cities and the planning of typical residential neighborhoods, to embody the quality of life program, improve the urban landscape, upgrade housing services, and secure a distinguished lifestyle and integrated services that keeps pace with lifestyles in smart cities. In addition to attracting investors in developing the health, education, business and social care sectors, among others.
KEC showed its major three projects which include the KEC Forum project, which is currently being developed on an area of 186 thousand square meters. It aims to create a distinct urban environment and lifestyle for the city’s residents and visitors to be the new social destination in Al Madinah Al Munwarrah within a multi-use urban hub that combines hiking, shopping, housing and entertainment services. It represents a social destination with many components such as The market, the main commercial street (Boulevard), cafes and restaurants, a heritage area, and pedestrian shops beside the hospitality and entertainment sector, in addition to a public park on an area of 65 thousand square meters that embraces activities and entertainment programs. The hospitality sector comprises a mix of hotel rooms and suites, residential units and branded residences. The commercial rental space in the KEC Forum project reaches about 122 thousand square meters when the development of all phases of the project is completed. The number of hotel rooms in the first phase will reach 350 5-star rooms, which will be managed by (Hilton International), and the residential apartments will reach 64 luxury housing units, directly linked to the hotel, the Boulevard and the commercial market.
The City Gate project was also presented, which is considered one of the most important distinguished projects in KEC and Al Madinah Al Munwarrah in general, as it's directly linked to the Haramain Express Train Station, and contains three main components on an area of 37 thousand square meters. The first is the development of the 4-star Hilton Double Tree Hotel, with a total number of 325 hotel units. The second component includes markets, shops, restaurants, and an entertainment area with a total rental area of 22 thousand square meters. The third component includes a bus station directly connected to the train station, in addition to 800 car parks to serve The hotel and commercial areas of the project. So that the factor of integration between the sectors of hospitality, markets and transportation is the main basis for the success of the proposed development and helps to maximize its impact by benefiting from the increase in the number of visitors and Umrah performers within the ambitious Kingdom's 2030 vision, whose number is expected to reach 11 million passengers annually in 2028.
In addition to presenting the Avenue of the Islamic World project, which occupies the largest part of the land area of the southern region adjacent to the Haramain Train Station, so that it is linked to the projects adjacent to the Haramain Express Train Station and other distinguished projects in the area. It benefits from the transportation movement to and from the Prophet’s Mosque, where the project will provide permanent housing, hospitality, accommodation and related services with all the support services represented in a center for receiving and serving visitors and a cultural and social arena, and various commercial markets, dispensaries and medical clinics, with pedestrian walkways connecting all parts of the site, green squares, event spaces, museums, and shopping areas with an urban architectural character, in addition to hotel services to serve visitors, Umrah performers and pilgrims, which serves the strategic goal of the program to serve the guests of Rahman directly and keeps pace with the Kingdom’s 2030 vision that targets increasing the number of visitors, Umrah performers and pilgrims to 30 million annually. The project also links various environmentally friendly means of transportation. The project is planned to include 3-star hotel units with a number of about 16 thousand rooms and residential apartments, which will be implemented in stages on the total area allocated to it, amounting to one million square meters.

Knowledge Economic City celebrated the launch of “ALDAR UNITS” a property of Dar Al-Jewar Compound. The inauguration was attended by Mr. Wael Alyamani representing the ECZA | Economic Cities and Special Zones Authorities, and Mr. Mohamed Bin Abdul Hameed Al Mubarak, the Chief Executive Officer of Knowledge Economic City.
Madina community and investors across Saudi Arabia showed interest in “ALDAR UNITS” a property of the Knowledge Economic City. “ALDAR UNITS” are town houses characterized by a modern contemporary design and they are developed as one of Dar Al-Jewar Community’s components, known as the first closed residential community that was developed as per the architectural style of Al Madina Al Monawara which enjoys many advantages, the most important of which is, its location connected to a number of main axels, as it is about (5) kilometers away from Al Masjid Al Nabawi Al Sharif, with direct connection through King Abdul Aziz Road, and also connected to King Abdullah Road “Second Ring Road” with a full view over Mount Uhud. The project is served by a smart infrastructure, security systems, playgrounds and gardens with pedestrian walkways, gyms, swimming pool and events hall. “ALDAR UNITS” a property of Dar Al-Jewar enjoys community services and developments provided by the Knowledge Economic City such as commercial shops, café, mosque, as well as maintenance services and programs presented by the cultural library security, and the district’s Social Centre. The community was designed over a land area of (586) square meters, which was developed in four phases, to include 900 residential villas in an investment value exceeding one billion Riyals. The total units of the first and second phases reached (457), including (380) villas already sold and handed over in full to the owners, plus Dar Units amounting to 77 units, which are all expected to be completed in the second quarter next year.
The total area of Dar Al-Jewar Community, including Dar Units, is (580) thousand square meters, including (15) thousand square meters of gardens, landscape and corridors. The Community is surrounded by other developmental elements that represent a big attraction to those desiring to live in the integrated areas, such as KEC Hub Project
an urban hub and social destination with multiple-use components, such as market, main commercial street (Boulevard), coffee shops, heritage area, pedestrians-assigned shops and a public garden that embraces recreational activities and events besides the hotel and luxurious residential apartments in addition to Al Madina Gate project adjacent to the train station, as the Kingdom’s first project of its kind. Still there are other projects in the pipeline that are in progress, such as museum, international exhibition of Prophetic Bibliography and Islamic Civilization, Dar Al Madina Museum of Civilized and Urban Heritage. These projects are distinguished with direct contact to Al Haramein Speed Train Station in Al Madina Al Monawara and to Prince Mohamed Abdul Aziz International Airport, which is about (8) kilometers away from it.
